Hainan Provincial State Farms Investment Holding Group Co., Ltd. is a wholly state-owned enterprise directly under the Hainan Provincial Government. It originated from Hainan State Farms established in 1952 and is China's third-largest reclamation area, primarily agricultural, with a focus on natural rubber, tropical fruits, and tropical crops. Natural rubber is its core industry, having formed an industrial pattern integrating technology R&D, planting, processing, warehousing and logistics, and trade, with domestic annual primary processing capacity reaching 500,000 tons, and it has completed deep processing layout through the acquisition of latex foam furniture OEM enterprises; the company also has processing and trade projects in Malaysia, Indonesia, Singapore, Laos, and other countries along the "Belt and Road," with overseas annual processing capacity reaching 720,000 tons and trade volume reaching 1.8 million tons.
Business pain points
- Revenue comes from several categories including equipment sales, engineering settlement, O&M service fees, and energy fees; settlement nodes follow project progress and measurement cycles, and invoicing requests are concentrated in settlement windows. Invoicing actions are concentrated on the finance side, and business personnel cannot initiate them on their own; when customers chase invoices, it also has to go through the loop of business to finance and then feedback. Issued invoices are stored in scattered locations, month-end reconciliation requires searching in multiple places, and annual aggregation starts all over again

After fully digitalized e-invoices are fully rolled out, invoices must be kept as original files in multiple formats such as PDF, OFD, and XML; the old practice of relying mainly on printouts no longer meets archiving requirements
